This is the finder after the Nikon M finder and is in makers box before 1951
This finder was made by Nikon to be used on there rangefinder models to accommodate the use with several lenses. It starts at the 35mm and accommodate the following lenses.

It can be shift to a different focal length by turning the second ring.
The parallax can be set with a lever on the base of the finder.
